Can Burst Mode be combine with changing exposures, IE: a bracketed burst?

Yes with Nikon cameras, no with Canon because they don't provide access to the bracketing settings although I have been asking for along time... that said with the Canon you could manually activate bracketing and make it work that way (not great but possible).

Thank you for your prompt reply, Although that is a bummer for us Canon owners.

Ok, then looking for a different solution, how fast can SEM change setting and fire the camera using USB?
I tried EO, however there were some problems with their software and the 1Dx2... and frankly they were totally unresponsive.

Or, does the SDK give you access to call Canons Custom Modes?

In Custom mode I can set C1, C2, and C3 to be different
so I could set mode C1 to do bracketing.
and mode C2 to be regular mode (non-bracketing mode).

Don't worry too much about this because the 1D X II is in it own class because of its speed.
SEM can change the drive mode, can execute bursts and can quickly shoot exposure ramps while keeping the mirror always raised, something other softwares don't do. With the 1D X II and a CFast card it can do wonders.
